The Monahan Foundation was established through donations from François Monahan. It is a state-approved foundation, by a decree of March 11, 2008. François Monahan (1906-2005), a lawyer trained in France and in the United States, created the Monahan scholarship program to allow deserving young people to study or conduct research abroad.
